Early Childhood Development (ECD) working procedures
A total of 14 local level Early Childhood Development (ECD) working procedures have been successfully developed under the UNICEF Nepal-supported project “Strengthening Early Childhood Education and Development in Nepal through implementation of Early Learning Development Standards” with technical efforts by Seto Gurans National Child Development Services in collaboration with the Center For Education And Human Resources Development and respective 14 local governments [8 Municipalities: Lalbandi Municipality, Mithila Municipality, Shivaraj Municipality, Rolpa Municipality, Narayan Municipality. Khandachakra Municipality, Sarada Municipality and Bhajani Municipality; and 6 Rural Municipalities: Dhanauji RM, Chakraghatta RM, Kanakasundari RM, Kailari RM, Laljhandi RM and Beldandi RM. 14 LGs covered 4 Provinces: Madhesh Province, Lumbini Province, Karnali Province and Sudurpashchim Province; and 10 Districts: Dhanusha, Sarlahi, Kapilvastu, Rolpa, Dailekh, Kalikot, Jumla, Salyan, Kailali and Kanchanpur district].
The ECD working procedure is developed as provisioned in the National Strategy for ECD 2077-2088 BS. During the procedure development process, 2-day workshops were organized in presence of the local government executive committee members at their respective LGs. The development process of the working procedure was started on 15 February 2023 and successfully completed on 12 December 2023.
A total of 467 members from 14 LGs executive committee took part in the 2-day workshops. Out of 14 LGs, 3 LGs (Khadachakra Municipality, Mithila Municipality and Chakraghatta Rural Municipality) have approved the ECD working procedure and published it on their official documents. Also 2 LGs (Dhanauji Rural Municipality and Kanakasundar Rural Municipality) have passed the ECD working procedures but are yet to be published on their official documents.
